Hainan Free Trade Port Officially Closed Today! COSCO Shipping Participates Deeply in the Entire Chain

Today (December 18, 2025), the full-island closure of Hainan Free Trade Port (FTP) was officially launched, marking a new stage in China’s high-level opening-up.


Behind this major initiative, as a "national team" bravely shouldering the responsibilities of the times, COSCO Shipping Group has laid a solid foundation for the closed operation through in-depth participation in the entire chain, with solid actions including hardware foundation building, route networking, and green empowerment.

Hardware Tackling: "Second-Line" Ports Accelerate Customs Clearance

The core of closed operation is "opening up the first line and controlling the second line", and the efficiency of "second-line" customs clearance directly determines the vitality of the FTP.


Hainan FTP has set up 10 "second-line ports". At the four key ports under its jurisdiction—Yangpu, Macun, Xinhai, and Xiuying—COSCO Shipping has fully cooperated with the Hainan Provincial Government to build a modern inspection and supervision site with a total area of over 525,600 square meters. Covering full-scenario needs such as containers, general cargo, ro-ro trucks, and passenger passage, the hardware standards are aligned with international first-class levels.


The project team of Hainan Port & Shipping Holding Co., Ltd. (Hainan Port & Shipping), a subsidiary of COSCO Shipping, innovatively adopted the "production while construction" model. It carefully planned operation and construction areas, and carried out off-peak construction during production gaps, realizing the "dual-line parallel" of port throughput and facility construction.


In early 2025, the "second-line" port inspection facilities at the four ports all passed the national joint acceptance. In addition, COSCO Shipping has undertaken long-term operation and maintenance tasks of facilities and equipment worth nearly 1.2 billion yuan, ensuring that key facilities are "receivable, manageable, and usable smoothly".


As the core of the shipping hub, the expansion of Yangpu International Container Terminal continues to advance. After the commissioning of 3 deep-water berths in the first phase, the shoreline has been extended to 1,970 meters, capable of berthing the world’s largest container ships, and the annual designed throughput capacity is moving towards 5 million TEUs.


Hardware upgrading has driven quality improvement in development. From January to November 2025, the container throughput of Yangpu Port exceeded 2.77 million TEUs, a year-on-year increase of over 70%. Meanwhile, COSCO Shipping has opened 33 foreign trade routes, bringing the total number of routes to 59, with a network covering ASEAN, South Asia, the Middle East and other regions, and the radiation capacity has been significantly enhanced.

Dense Route Networking: International Hub Connects Global Trade

The vitality of a port is inseparable from smooth logistics channels. COSCO Shipping Lines Co., Ltd. (COSCO SHIPPING Lines), a subsidiary of COSCO Shipping, acts as a "network weaver", deploying 25 sets of container liner routes at the two core ports of Haikou and Yangpu. Among them, 8 sets of domestic trade routes connect major coastal ports in China, and 17 sets of foreign trade routes connect key global regions such as the Americas, Southeast Asia, and South Asia.


COSCO SHIPPING Lines innovatively implemented the "domestic and foreign trade on the same ship" transportation model. On 5 core routes, it built 17 sets of direct export paths and 8 sets of direct import paths, greatly improving container space utilization and logistics efficiency. Relying on the strong route network, the transshipment business operated by COSCO SHIPPING Lines in 2025 showed "blowout" growth.


From January to November 2025, the transshipment container volume of Yangpu International Container Terminal surged by 293% year-on-year, and the foreign trade transshipment container volume increased by 213%. This means that more than 70% of the containers came from COSCO Shipping’s ships. These containers gather here from all over the world and are then transshipped to all directions, demonstrating the radiation power of Yangpu Port as an international shipping hub.

Green Empowerment: Zero-Carbon Demonstration Zone Creates New Ecological Business Card

Closure is not only an upgrade of trade, but also an innovation of development concepts.


COSCO Shipping Boao Co., Ltd. (Boao Company), a subsidiary of COSCO Shipping, undertook projects such as the green renovation of the main buildings on Boao Dongyu Island covering 190.15 hectares. After three years, it successfully built China’s first "zero-carbon operation area" certified by the German Energy Agency. In March 2025, this area was officially renamed "Boao Zero-Carbon Demonstration Zone". This initiative has laid a solid ecological foundation for Hainan FTP to host high-end international conferences after closure, and become an important window to show China’s green development concept to the world.


In the demonstration zone, technology and ecology are deeply integrated. The "Digital Twin Dongyu Island" platform real-time monitors energy flow and carbon emissions, and the "Dongyu Island Carbon Incentive" platform records and encourages green behaviors; the Boao Forum for Asia News Center, after renovation with "photovoltaic-storage-direct current-flexible" technology, has become China’s first "zero-energy building" renovated from an existing building; the newly completed "China Maritime Museum Boao Digital Museum" has added a new platform with both a sense of technology and cultural heritage for international cultural exchanges after closure.

Policy Dividends: Opening-Up Impetus Spawns New Development Drivers

The full release of policy dividends such as "zero tariff, low tax rate, and simplified tax system" has injected strong momentum into COSCO Shipping’s enterprises in Hainan. The "zero tariff" policy for ships, equipment, and maintenance parts has reduced procurement and operation and maintenance costs; the preferential corporate income tax rate of 15% has directly increased corporate profits and broadened development space.


The policy magnetic effect continues to show. High-end processing and manufacturing, international trade and other industries are accelerating their agglomeration in Hainan. Relying on its first-mover route network, COSCO SHIPPING Lines has seized opportunities in high-end logistics businesses such as transshipment, bonded storage, and distribution; Boao Company, relying on its "zero-carbon" business card and combining Hainan’s tourism resources, has created a new model of "zero-carbon + high-end vacation" to attract high-specification international summits; targeting the massive information flow collected by Hainan FTP’s "single window", Hainan Port & Shipping is transforming it into a "data mine". Through data analysis, it optimizes route layout, predicts market trends, and transforms from passively responding to demand to actively empowering the trade ecosystem.

Anchoring the Future: Multi-Dimensional Efforts to Continue the Chapter of Opening-Up

Seizing the historical opportunity, COSCO Shipping has clarified its development roadmap.


In hub construction, it will deepen cooperation with customs, upgrade intelligent supervision systems, establish a full-life-cycle management system for facilities, optimize terminal operation links, and improve "second-line" customs clearance efficiency and operational effectiveness; in network expansion, it will focus on opening more direct routes to RCEP member countries, the Middle East and other regions, layout regional central warehouses, explore new sea-rail intermodal transportation channels, and launch customized supply chain services for special cargo types; in green development, it will promote Boao’s zero-carbon technologies and standards, deepen the integrated linkage of "Boao-Le Cheng", create high-end health and wellness tourism products, and rely on the route advantages of Yangpu Port to layout regional transshipment and distribution warehouses, deeply integrating into the "Belt and Road" trade exchanges.


With the launch of the full-island closed operation of Hainan FTP, COSCO Shipping will continue to take the posture of a deep cultivator, resonate with the FTP at the same frequency, and write more win-win chapters in the magnificent journey of serving the country’s higher-level opening-up.
