On November 28, the 4th Greater Bay Area Port, Shipping and Logistics (Nansha) Conference opened in Nansha. Huang Bo, Party Secretary and Chairman of Guangzhou Port Group, stated at the conference that during the "14th Five-Year Plan" period, the group has invested a total of 26 billion yuan to complete key projects including the Nansha Phase IV Fully Automated Terminal, Nansha International Logistics Center, Foshan Gaohe Port, Guangzhou Yunfu International Logistics Port, and Shaoguan Beijiang Port. These projects have added 120 million tons of port handling capacity, comprehensively upgrading the port’s infrastructure capabilities.
As the core terminal of Guangzhou Port, Nansha Port Area has added over 60 international liner routes during the "14th Five-Year Plan" period, with container throughput increasing by 1 million TEUs annually on average, achieving rapid development. This year, Nansha Port Area’s container throughput is expected to exceed 22 million TEUs, including over 12 million TEUs of foreign trade containers, realizing double-digit growth.
Together with Xinsha Port Area and Huangpu New Port Area on the east bank of the Pearl River Estuary, Nansha Port Area forms a regional comprehensive hub port. It handles 40 million tons of coal, over 25 million tons of grain, and 1.5 million ro-ro vehicles annually, building an efficient and green logistics channel for bulk commodities. Sea-rail intermodal transport volume has increased from 110,000 TEUs to 700,000 TEUs, with a multimodal transport network connecting the Pearl River Delta, eastern/western/northern Guangdong, and central/western China—playing a positive role in improving the Greater Bay Area’s port-shipping logistics system and smoothing economic circulation.
Top-Tier Infrastructure Construction: During the "15th Five-Year Plan" period, Guangzhou Port Group will invest 20 billion yuan to accelerate the construction of key projects such as the Nansha International General Terminal and Nansha Phase V Project. These will add 100 million tons of cargo handling capacity and 5 million TEUs of container handling capacity, improving operational efficiency, reducing ship berthing time, increasing liner on-time rates and direct berthing rates, and supporting the efficient and stable operation of global shipping networks.
Route Network Expansion: Centering on the dual circulation strategy, the group will continue to expand international liner routes such as the "Silk Road E-Commerce Express" and "South America BRICS Express", optimize coastal premium routes including "Three Ports-One Shipping", "Two Ports-Two Shipping", and "Two Bays Express", and support liner companies in launching "coastal shipping" and "domestic-foreign trade on the same ship" services via Nansha Port. This will promote the linkage between domestic and foreign trade, improve liner loading rates and space utilization, and enhance route operational efficiency.
Logistics Efficiency Optimization: Collaborating with the Nansha District Government, the group will optimize port-area road transportation, promote the interconnection of gates at Nansha Phases I-IV, build the Nansha Smart Logistics Cloud Port Project, improve the port collection and distribution channel system, optimize the trailer booking platform, and reduce customers’ time costs.
Efficient Customs Clearance: Accelerate the opening of new projects such as Nansha Phase IV as ports of entry, expand the container inspection area at Nansha Port Area, build the Greater Bay Area Food Testing Technology Center, launch a green channel for imported fruit express lines, and promote customs clearance models such as "direct pick-up at ship’s side", "direct loading upon arrival", and "inspection before shipment" to create a convenient customs environment.
Deepen Sea-Rail Intermodal Integration: Implement the Action Plan for Promoting the In-depth Integration of Container Sea-Rail Intermodal Transport (2025-2027) issued by the Ministry of Transport, National Railway Administration, and China State Railway Group. Accelerate the construction of the Nansha Port South Station departure and arrival line extension and the dedicated line for the International General Terminal, improve the integrated operation level of ports and yards. By 2026, Nansha Port Area’s sea-rail intermodal capacity will reach 1 million TEUs, and 2 million TEUs by the end of the "15th Five-Year Plan", achieving an average annual growth rate of 15%.
Optimize Logistics Network: Further improve the "train + liner" express network. On the basis of the "Xiangyue Maritime Silk Road" E-Commerce Express achieving "5-day delivery from Hunan to ASEAN", optimize logistics organization models, promote "single document", "single container", and "one-price" sea-rail intermodal services, build inland logistics hubs, expand the coverage of "Railway-Port Link", smooth the southward channel from central/western China, and enhance the efficiency of the entire logistics chain.
Supply Chain Financial Services: Improve port supply chain financial services and actively promote the application of digital renminbi. Currently, it has been implemented in multiple scenarios such as the Guangzhou Port online business hall and cross-border settlement of loading/unloading fees, with over 10,000 annual digital renminbi settlements totaling more than 4 billion yuan. The group will further integrate digital finance into port and shipping business scenarios to provide customers with more convenient, safe, and efficient financial supporting services.
Digital Transformation: Establish a dedicated department for port digital transformation, build a cloud computing center and a 10-gigabit high-speed backbone network, migrate over 100 smart management systems to the cloud, accelerate the R&D and deployment of a unified container terminal operating system, promote standardized port data governance, and improve production and operation efficiency through an integrated data "brain". Promote the interconnection of port, shipping, and logistics data by connecting to the GSBN shipping blockchain network and Singapore Port’s N2N platform, realizing real-time sharing of international shipping data. Improve the "Xiangyue-Africa 2.0" service platform, solve problems such as information silos and fragmented data, and achieve "cloud entrustment", full-process visualization, and traceable information for businesses. Actively promote the application of technologies such as large AI models and digital twins to enhance port service functions and customer experience.
Intelligent and Automated Upgrades: Promote the "Guangzhou Plan" for the Nansha Phase IV Fully Automated Terminal, summarize cases such as mixed autonomous driving at Nansha Phase III Terminal and full-process automated transformation of the loading/unloading system at Nansha Grain and General Terminal, and contribute Greater Bay Area experience to the construction of automated terminals and the transformation of traditional terminals.
Green Port Construction: Large-scale application of photovoltaic power generation with an annual power output of over 34 million kWh. Build more than 210 sets of shore power systems covering all terminal berths, with a 70% shore power utilization rate for international liners. Complete LNG power transformation of 8 inland barges, deliver the first pure electric high-horsepower full-rotation tugboat, and soon put 2 pure electric container transport barges into operation. Expand the scale of pure electric ships, improve charging facilities along the Pearl River and coastal areas, and build a green and intelligent fleet in the Greater Bay Area. Regularly carry out bonded LNG refueling at "terminals + anchorages" and high/low sulfur biofuel refueling, accelerate the implementation of green bio-methanol refueling for ships, and build a ship fuel supply center in the Greater Bay Area.
