What is ENS?

ENS (Entry Summary Declaration) refers to the European Union 24 hour Advanced Manifest Regulation.


From 1 January 2011, the EU will enforce the advanced manifest rule for all shipments to or through EU ports, which applies to all 27 EU member states.


To put it simply, the EU's ENS is similar to the US's AMS.

ENS Submit Application

· All goods imported into the EU


· All goods in transit (whether or not the final destination is within the EU)


· All goods in transit (e.g. by trailer, train to a country outside the EU)


· Cargo not discharged on board (e.g. cargo to Ukraine where the ship docks in Greece but does not discharge)


In conclusion, ENS must be submitted as long as the vessel first calls at EU ports of destination all ports of destination.

List of EU Countries

Netherlands, Belgium, Luxembourg, United Kingdom, Denmark, Ireland, Greece, Portugal, Spain, Austria, Sweden, Finland, Malta, Cyprus, Poland, Hungary, Czech Republic, Slovakia, Slovenia, Estonia, Latvia, Lithuania, France, Germany, Italy, Romania, Bulgaria;


Norway and Switzerland are not part of the EU, but both countries use similar ICS systems. Therefore, ENS still needs to be sent.


Turkey is not currently part of the EU, but is planning a similar "advance manifest declaration" rule, and the country is planning to join the EU. Therefore, ENS still needs to be sent.

Risks of not submitting ENS

If the ENS is not declared in advance, it may seriously lead to the risk that the port of destination will not allow unloading and arrest the ship.


In addition, local customs authorities in EU countries will impose fines or other penalties on carriers and other parties responsible for submitting cargo declarations.

Who Submits ENS?

ENS submit is the responsibility of the shipping company (carrier), and the carrier must declare to EU customs 24 hours before the goods are loaded on board.

ENS Submits Required Information

The information required to submit an ENS will be essentially the same as the existing B/L confirmation information. The difference is that ENS requires a higher level of precision for addresses, descriptions of goods and any numbers provided.


· Shipper (if there is EORI number, please provide): complete company name, detailed address, country, city and zip code are required.


· Consignee (if there is EORI number, please provide): complete company name, detailed address, country, city and zip code are required.


· Notify (TO ORDER bill of lading must provide notifier information; if EORI number, please provide): full company name, detailed address, country, city and zip code are required.

Booking and Bill of Lading Requirements for ENS

· Shipper: Full company name, full address, zip code, city, country are required. (If you have an EORI number, please provide it)


· Consignee: (Accept ‖TO ORDER‖) If it is not TO ORDER, you need to provide the full company name, full address, zip code, city, country. (If you have an EORI number, please provide it)


· Notify: (TO ORDER bill of lading must provide notifier information): complete company name, full address, postal code, city, country (if EORI number, please provide)


· The address is required to be detailed to the house number


· Container numbers and seals


· Clear and accurate description of goods


· Generic product names are not accepted, and pieces of hair must show the product name of each HS CODE contained in each box


· Packing Quantity and Type Code


· 6-digit HS code • UN code for dangerous goods


Note: The booking must provide complete and accurate consignee, notifier, product name, HS CODE, and UN code for dangerous goods.


Special attention: If there are multiple product names that need to provide the details of the parts to declare ENS, please list each product name in the ENS form to detail the number of pieces, weight, and volume of the corresponding product name.

What is EORI?

The EORI system has been used in the EU since July 1, 2009. The EORI number is issued to the applicant by the corresponding EU customs registration, and a common identification number is used within the EU to identify the business entity (ie independent trader, Partnerships, companies or individuals) and customs authorities are more efficient, the purpose of which is to better guarantee the effective implementation of the EU Security Amendment and its contents.


The European Union requires all member states to implement this EORI scheme, and each economic operator in the member states has an independent EORI number for importing, exporting or transiting goods in the EU.


Business entities (i.e. independent traders, partnerships, corporations or individuals) need to use their unique EORI registration number to participate in customs and other government agencies to apply for import and export shipments.

Q&A

Q: My goods are not going to Europe, but just passing through. Do I still need ENS?

A: All ports of destination must declare ENS as long as the ship calls at EU ports first.


Q: Do I need to change the ENS for inspection and how much does it cost?

A: There is a seal in the ENS, the customs inspection container is opened and re-seal, the seal will inevitably change, then it needs to be resent. The ENS fee is 40USD + agency fee.


Q: Who is responsible for ENS fee?

1. The ENS fee of most shipping carriers is paid together with the ocean freight fee, and some shipping carriers must pay the ENS fee in advance even if the ocean freight fee is paid on arrival.
