A New Round of Business Adjustments for Many Shipping Lines Under COVID-19

Views: 4     Author: Site Editor     Publish Time: 2022-03-17      Origin: Site

Affected by the current epidemic, according to Refinitiv ship tracking data, there are currently 34 ships waiting to dock in the sea off Shenzhen, compared with an average of seven ships a year ago. About 30 ships are waiting to dock off the coast of Qingdao, compared with an average of seven last year. There has also been a significant increase in the number of ships berthed at China's two largest ports - Shanghai and Ningbo Zhoushan - in recent days.

In a customer update yesterday, Maersk said that while the port continues to operate as normal, the epidemic prevention measures have reduced the efficiency of trucking. Peter Sand, chief analyst at Xeneta, said: “The current outbreak in China and sanctions against Russia have created more uncertainty for shippers and carriers. But it is certain that congestion will increase, delays will increase, and Supply chain personnel will go to great lengths to avoid obstacles to the movement of goods.”

At present, shipping companies such as Maersk, Mediterranean, CMA CGM, ONE, Evergreen, Wanhai, Yangming, Yixing, HMM and other shipping companies have successively issued or updated the latest business adjustment notices. In addition, the whole area of Shenzhen and Dongguan in the Pearl River Delta was closed, warehouses were closed to stop receiving goods, and many places in Dongguan implemented traffic control; in Shenzhen, there were cases of freight drivers forging nucleic acid reports. 167 expressways in Jiangsu in the Yangtze River Delta were closed, and trailers were blocked from loading containers from Shanghai.

Maersk (updated on the 16th)

Pier: Terminals at GCA's main ports remain open for business as usual, including vessel operations, yard loading and unloading and access.

Vessel: Ship calls and departures remain normal.

Loading and returning empty boxes: Some warehouses in Shenzhen continued to be closed from March 15 until further notice. We provide you with an accompanying list of open warehouses to arrange for pick-up and return.

Landside: The entire landside traffic situation is dynamic. If the driver holds a negative nucleic acid test report required for epidemic prevention, truck transportation services can still be provided at present. Due to stricter road control and frequent nucleic acid testing, it is expected that trucking services between Shenzhen and surrounding cities will be severely affected by 30%. As a result, delivery times will be extended and transportation costs such as detours and highway tolls may increase.

Customs agent: Shanghai: Customs brokers will continue to operate as usual. However, the on-site customs declaration business will be suspended from March 16 until further notice. As most customs declarations are paperless, the impact is expected to be limited.

Storehouse:

Warehouse in Shenzhen: From March 14th to March 20th, the warehouse in Shenzhen will remain closed.

Warehouses in Shanghai and Qingdao are still operating normally. However, if the driver comes from a medium and high risk area, the driver is required to present a health code when entering the port, as well as a negative nucleic acid test report within 48 hours.

HKDC (Hong Kong Distribution Center): Currently still operating. According to the vaccination requirements, the driver and assistant need to complete the vaccination before arriving in Hong Kong.

Air transport:

Hong Kong: With the suspension of freight services between Hong Kong and the mainland, barge services have become another option for transporting goods. Bookings can only be made after the goods are delivered to the Hong Kong Airport warehouse. As a result, delivery times for air freight services are longer than usual.

Shenzhen: Air freight storage and pickup services have been suspended until further notice.

Counter:

You are encouraged to take contingency plans and use online self-service to avoid business disruption. You are welcome to inquire about electronic counter services by scanning the QR code below.

Hong Kong: Office hours are 8:30am to 12:00pm on Tuesdays and Thursdays.

Shenzhen: The office will be closed from March 14th to 18th, and Mandatory documents will be handled by the Guangzhou office.

Shanghai: Visitors with a negative nucleic acid test report within 48 hours can enter the office building.

Pearl River Delta, Yangtze River Delta trailer blocked

Shenzhen pressed the pause button to stop operations in warehouses and some yards. From March 14th to March 20th, warehouses in Shenzhen will continue to be closed. In terms of land transportation, drivers can continue to provide truck transportation services with a negative nucleic acid test report. Affected by COVID-19, Dongkeng, Hengli and Changping in Dongguan have implemented traffic control in many places.

The escalation of COVID-19 in Shenzhen has hindered logistics and is full of difficulties. However, what is surprising is that just two days before Shenzhen issued the city-wide COVID-19 prevention and control comprehensive upgrade notice, there were still container truck drivers who took the risk, and forged nucleic acid test reports by letting others take their place in nucleic acid sampling, completely ignoring Shenzhen an emergency situation. As of now, the truck driver has been handed over to the public security organs for processing.

167 expressway crossings in Jiangsu are closed, and trailers are blocked from loading containers in Shanghai

Recently, the severe COVID-19 situation in Shanghai and Jiangsu area, and the introduction of policies in various places to control the flow of people, has had a certain impact on the transport of trailers across provinces and cities, and some exported goods from Shanghai Port have been blocked from loading into containers in Shanghai. The details are as follows:

167 expressway entrances in Jiangsu closed: As of 12:00 on March 14, due to the need for COVID-19 prevention and control, the exits/entries of 167 expressway toll stations in Jiangsu were temporarily closed (a net increase of 99 from the previous day). Among them, there are 11 in Nanjing, 14 in Wuxi, 2 in Xuzhou, 14 in Changzhou, 43 in Suzhou, 12 in Nantong, 20 in Lianyungang, 10 in Huaian, 14 in Yancheng, 6 in Yangzhou, 8 in Zhenjiang and 13 in Taizhou. 5 steam ferry temporarily closed, respectively in Changzhou, Suzhou, Nantong.

Persuasion or quarantine for medium and high risk entering the Soviet Union: In terms of prevention and control policies, 13 cities in Jiangsu basically require people from medium and high risk areas not to come (return) to the local area, local personnel not to go to medium and high risk areas, and do not travel to areas with recent case reports , For business trips, if you really need to come (return) to the local area, you need to report to your community or your unit for approval, and hold a nucleic acid negative certificate within 48 hours.

That is to say, if a trailer is planned to be loaded into containers in Jiangsu and shipped to Shanghai Port in the near future, on the basis of holding a 48-hour nucleic acid negative certificate, in addition to taking a detour to an unclosed expressway, the driver may also be prevented by COVID-19. accused of being turned back or quarantined.

At the same time, due to the reduction of traffic entrances, it will also lead to road congestion, which will significantly reduce the efficiency of freight transportation in the surrounding area. According to the Yangzi Evening News, on the 15th, there have been periods of slow traffic on some roads in Wuxi and Suzhou. Data monitoring shows that the accumulated mileage of the slow-moving road section is currently about 71.3 kilometers. At present, there are no unified control requirements for docks, warehouses, yards, etc. in Shanghai, and export goods already in the city can still be shipped normally.
