Urgent Update: New U.S. CBP Inspection Rules for FCL Shipments

Key Change: Mandatory controlled drayage for FCL shipments selected for inspection by CBP’s MET/AQI.

1. FCL (Full Container Load) – Strictly Controlled Transport

New Rule:

  • No self-arranged drayage allowed for MET/AQI-inspected FCL.

  • Must use CES-authorized carriers (contracted by CBP) for port-to-CES moves.

  • Applies to re-exported cargo (forced by CBP) as well.

2. LCL (Less than Container Load) – Flexibility Retained

No change:

  • Importers/brokers can still use own trucks for LCL inspections.

Effective Date:

August 25, 2025

  • Targets MET (Commodity Enforcement Team) & AQI (Agriculture Quality Inspection) exams.

Why This Change?

CBP’s Reason:

  • Rising cases of inspection evasion (containers diverted en route to CES).

  • Ensures secure, traceable transport for high-risk shipments.
