Port of Los Angeles/Long Beach CTF Fee Starting April 1

The Ports of Long Beach and Los Angeles will levy a Clean Truck Fund (CTF) fee ($10 for 20-foot container and $40 for 40-foot container) on trailer containers entering and leaving the container terminal on April 1. The toll was approved by the Los Angeles Port Authority in early November.



The Clean Truck Fund (CTF) fee is collected to help the port achieve its environmental goal of eliminating carbon emissions from all trucks in the port by 2035. The establishment of the CTF fee helps incentivize the replacement of haul trucks to cleaner trucks.

Trucks remain the largest source of greenhouse gas emissions at ports and the second largest source of nitrogen oxides, a factor in the formation of regional haze.


According to the Port of Long Beach, the Clean Truck Fund will generate up to $90 million in its first year to accelerate the development of zero-emission technologies for clean trucks.


Containers transported by zero-emission trucks and low-NOx (low-NOx) emission trucks will initially be exempt from CTF charges. Therefore, all such trucks must be registered with the port haul truck registry as low NOx or zero emissions and complete a one-time vehicle confirmation inspection.


Both the Ports of Long Beach and Los Angeles have chosen a private company, PortCheck, to collect the CTF rate. The fee will expire on December 31, 2034.
